The Northern Terminus of WV 28 is at the Maryland State Line in Wiley Ford.  The Potomac River serves as the boundary between the two states.

The Northern Terminus of WV 28 Alt is at the Maryland State Line in Ridgeley.  Immediately after the Potomac runs Interstate 68.  It is carried on the viaduct after the bridge.
