is incorrect. The photo was taken in 1998 so it could be possible

PA 981 Southern Terminus is at PA 51 in Rostraver
Township, Westmoreland County. PA 981's end is bordered by Cedarbrook
Golf Course which has a golf cart tunnel underneath nearby I-70.
