In this photo, you are looking via US 62 North.  There was not an 'END" sign present for PA 965.  David writes that PA 965 is a shortcut for US 62 through traffic wishing to avoid Sandy Lake.

The Eastern Terminus of PA 965 is at US 62 near Polk.  I wonder if that fisherman was looking for the end sign, and they beat him to it! ;-P
