The Eastern Terminus of PA 291 is at Interstate 76 in Philadelphia. However,
as the bottom photo shows a odd-shaped PA 291 shield is found at Penrose
and 20th, which is inside I-76. It is a left over from when PA 291
did follow Penrose into Central Philadelphia and then onto Broad Street.
The 291 designation continued north on Broad Street to City Hall where
Broad became PA 611. This was the case until 1985 when PA 291 was
moved onto 26th Street from Penrose, and PA 611 was extened south on Broad
to the Naval Yards, which is the current southern terminus
of PA 611. (2)

I-76 is carried on the bridges in the background. These circle PA
291 shields were commonly used in Philadelphia in the late 60s to the mid
70s. During that time, the Philadelphia Streets Department had the
responsibility of signing state highways, and this was one of the styles
they used. (1) These shields were also once present on PA
3 and PA 232.
